4. Units and individuals who purchase controlled knives shall apply to the local county and city public security bureaus (Public Security Bureau) for the "Special Tool Purchase Certificate" and the vouchers to purchase; the army and the police shall be approved by the county or above units with the approval of the higher authorities. 5. Tibetan knives, waist knives, boots and knives used by ethnic minorities are only allowed to be sold in ethnic autonomous areas.
