The National Energy Administration and the National Coal Mine Safety Supervision Bureau jointly issued notices that China plans to phase out outdated coal production capacity of 64.18 million tons in 2013, involving 1,256 coal mines.

On March 18, the National Energy Administration and the State Coal Mine Safety Supervision Bureau issued the “Notice on Doing a Good Job in Phase-out Capacity of the Coal Industry in 2013” ​​(hereinafter referred to as the “Notice”). The "Notice" pointed out that in 2013, 1,256 coal mines will be phased out across the country, involving a production capacity of 64.18 million tons.

Among them, the closure of the withdrawal capacity of 26.69 million tons, transformation and upgrading capacity of 16.74 million tons, merger and reorganization capacity of 20,750 tons. Compared with the phase-out level of 23.47 million tons in the previous year, the elimination of the backward production capacity of the coal industry in 2013 was significantly increased.

The "Notice" pointed out that the elimination of outdated coal production capacity as an important means of adjusting and optimizing the coal industry structure is of great significance to changing the mode of coal development, raising the level of coal productivity, and promoting the healthy development of the coal industry. Therefore, all localities must fully understand the importance of this work, strengthen organizational leadership, take effective measures, intensify supervision and inspection, accelerate the elimination of outdated coal production capacity, and ensure that the elimination of backward production capacity plans in 2013 is completed.

The "Notice" requires that through the transformation and upgrading, mergers and acquisitions, closure and withdrawal of other ways to eliminate backward production capacity of coal, illegally illegal mining of coal mines, and resolutely be closed; for poor safety foundation conditions and difficult to transform the small coal mines, to strengthen supervision, and actively guide It has withdrawn from the coal production field; for small coal mines with resource advantages and upgrading conditions, it is encouraged to participate in the merger and reorganization of coal mining enterprises and implement transformation and upgrading.

In addition, the "Notice" also made it clear that all local authorities should vigorously support large and medium-sized coal mining enterprises to give full play to capital, technology, and management advantages, merge and reorganize small coal mines, and improve the technology, equipment, and management of small coal mines.

It is worth noting that Guizhou Province will become the key area for eliminating backward coal production capacity in 2013. According to the 2013 Coal Industry Lagging Outdated Production Capacity Plan, the province eliminated a total of 321 outdated coal mines, involving a capacity of 28.8 million tons, accounting for 44.9% of the total phase-out in 2013. In addition, the backward coal mines in Beijing, Shanxi, Inner Mongolia, Zhejiang, and Jiangsu will be basically eliminated.
