Before carrying out work at a high altitude, hazard identification should be carried out on the contents of the work, and corresponding operating procedures and safety measures should be formulated. The identified hazard factors will be written in the "high security operation certificate" referred to as "operation certificate" below, and work out corresponding safety measures.
When carrying out high altitude operations, in addition to the implementation of this specification, it should comply with the provisions of the current state-of-the-art operation and safety technical standards.
The person in charge of the operation unit shall be responsible for the technical safety in high places and establish a corresponding responsibility system.
Workers at high altitudes and those who set up high-level workplace safety facilities should pass professional technical training and professional examinations, hold certificates, and undergo regular physical examinations. Do not perform high places for those who have occupational contraindications (such as hypertension, heart disease, anemia, epilepsy, mental illness, etc.), frail, over-fatigue, poor eyesight, and others who are not suitable for high places. operation.
Units engaged in high-level operations should apply for “Operation Certificates†and implement safety protection measures before starting operations.
The “work permit†approving officer should go to the on-site work site to check and confirm the safety measures before he can approve the high work.
Safety signs, tools, instruments, electrical facilities, and various equipment in high-rise operations should be inspected before operation to confirm that they are in use and put into use.
The high-level operation emergency plan shall be established before the work at a high place. The content shall include: the emergency escape route and rescue method for the operator, the life-saving facilities and fire-fighting equipment to be provided on the site. The relevant personnel should be familiar with the contents of the emergency plan.
The emergency plan for the implementation of the unit shall be implemented in an emergency (higher operations performed under the following conditions):
1) Open-air climbing and high altitude operations in case of severe winds, dense fog, etc., above class 6;
2) When operating at a high place near a vent line or a chimney that emits toxic and harmful gases, dust, the toxic concentration at the operation site is unknown.
Before working at a high altitude, the operator's on-site person in charge shall conduct the necessary safety education for high-level workers, explain the on-site environmental and operational safety requirements, and handle and rescue methods when the accident may occur during the operation.
Before operating at a high altitude, the operator should check the “operation permit†and check the acceptance of safety measures before working.
Workers in high places shall wear labor protection articles that meet the national standards in accordance with the regulations, the seat belts shall meet the requirements of GB 6095, and the helmets shall meet the requirements of GB 2811. Check before work.
Operating units at high altitudes should formulate safety measures and fill in the “work permitsâ€.
Materials, appliances, and equipment used in high-level operations should meet the requirements of relevant safety standards.
The erection of scaffolds for high-level operations shall comply with relevant national standards. High-level operations should be equipped with cages, ladders, protective fences, and footrests that meet safety requirements according to actual requirements. The springboard should meet the safety requirements and the two ends should be tied firmly. Before working, you should check whether the safety equipment used is solid and reliable. Work at night should have sufficient lighting.
Stairways, elevators, and cages for use by upper- and lower-level operators must comply with the relevant standards. Operators must have reliable safety measures when they go up and down. Fixed steel ladders and steel inclined ladders shall meet the requirements of GB 4053.1 and GB 4053.2. Portable ladders and portable metal ladders shall meet the requirements of GB 7059 and GB 12142.
The bottoms of portable ladders and portable metal ladders should be solid and should not be used up. There must be no shortage of pedals. There should be fixed measures at the top of the ladder. The vertical ladder working angle is preferably 75°±5°. If the ladder needs to be used for a long time, reliable connection measures shall be provided and the joint may not exceed one. The strength of the ladder beam after connecting should not be lower than the strength of a single ladder beam. When the ladder is used, the upper angle should be 35° to 45°, the hinge should be firm, and there should be reliable pulling measures.
