(I) Overview The BeiDou satellite navigation system BeiDou (COMPASS)NavigationSatelliteSystem is a self-developed and independently operated global satellite navigation system being implemented in China. The goal of system construction is to build an independent, open, compatible, technologically advanced, stable and reliable Beidou satellite navigation system that covers the world, promotes the formation of a satellite navigation industry chain, and forms a complete national satellite navigation application industry support, promotion and guarantee system to promote satellite navigation. Widely used in various sectors of the national economy and society.
Beidou satellite navigation system consists of three parts: space segment, ground segment and user segment. The space segment includes 5 geostationary satellites and 30 non-geostationary satellites. The ground segment includes several ground stations such as master control stations, injection stations and monitoring stations. The user segment includes Beidou user terminals and terminals that are compatible with other satellite navigation systems.
(II) Development History Satellite navigation system is an important spatial information infrastructure. China attaches great importance to the construction of satellite navigation systems and has been working hard to explore and develop satellite navigation systems with independent intellectual property rights. In 2000, Beidou Navigation Experiment System was first built, making China the third country in the world after the United States and Russia to have an autonomous satellite navigation system. The system has been successfully applied in many fields such as surveying and mapping, telecommunications, water conservancy, fishery, transportation, forest fire prevention, disaster reduction and disaster relief, and public safety, resulting in significant economic and social benefits. In particular, it played an important role in the 2008 Beijing Olympic Games and Wenchuan earthquake relief. In order to better serve the country’s construction and development and meet the global application needs, China launched the Beidou satellite navigation system.
(III) Construction principles The construction and development of the Beidou satellite navigation system is based on application promotion and industrial development. It is not only necessary to build the system, but also to make good use of the system, emphasizing quality, safety, application, and efficiency, and to follow the following construction principles:
1, openness. The construction, development and application of the BeiDou satellite navigation system will be open to the world, provide high-quality free services for users around the world, actively carry out extensive and in-depth exchanges and cooperation with other countries in the world, and promote compatibility and interoperability among satellite navigation systems. Promote the development of satellite navigation technology and industry.
2, autonomy. China will independently build and operate the Beidou satellite navigation system. The Beidou satellite navigation system can independently provide services for users around the world.
3, compatibility. Under the framework of the International Commission for Global Navigation Satellite Systems (ICG) and the ITU, the Compass satellite navigation system and the world’s satellite navigation systems are compatible and interoperable, enabling all users to enjoy the results of satellite navigation development.
4, gradual. China will actively and steadily promote the construction and development of the Beidou satellite navigation system, constantly improve the quality of service, and achieve seamless convergence at all stages.
(IV) Development Plan At present, China is implementing the Beidou satellite navigation system. According to the overall plan for system construction, around 2012, the system will first have the capability of positioning, navigation, timing, and short-message communication services covering the Asia-Pacific region; around the year 2020, Beidou satellite navigation system with global coverage will be built.
(v) Services The Beidou satellite navigation system is committed to providing high-quality positioning, navigation and timing services to global users, including open services and authorized services. Open service is to provide free global positioning, speed and timing service, positioning accuracy of 10 meters, speed accuracy of 0.2 meters / second, timing accuracy of 10 nanoseconds. The authorization service is to provide users with high-precision, high-reliability satellite navigation needs, positioning, speed measurement, timing and communication services, and system integrity information.
