Since the end of 2008, the provincial party committee and the provincial government have made painstaking efforts, based on the situation in the province, complying with public opinions, and actively promoting the merger and reorganization of coal mining enterprises with the determination and courage of the “strong men breaking their wrists”. They have been fully recognized by the State Council and the State Council and have received relevant state support. The strong support of the department has received enthusiastic support from the broad masses of the people. In more than two years, the achievements of integration have attracted attention: the formal agreement signing rate, the main body takeover rate of 100%, the mining license renewal rate of 99.13%, the province's five major coal group transfer acceptance confirmation signing rate of 98.51%, "integration three The first step of the "Music" was basically completed.

Through the integration, the province's coal industry has undergone qualitative changes, bid farewell to the “small coal mine” and entered a new phase of development of large-scale mines: the number of mines has been reduced from 2,600 to 1,053, and the percentage reduction is 60%, and the mines below 300,000 tons/year All phases will be phased out and all remaining wells will be mechanized. The average size of a single well will be 1.2 million tons/year or more. The main body will be reduced from more than 2,200 to 130 or so, forming 4 million tons and 3 50 million tons, 11 More than 10 million tons of large coal groups and 72 3 million tons of coal companies.

The safety and security capabilities of coal mines have been significantly enhanced. In 2010 and 2005, the total number of mine accidents in the province fell by 61.8%, of which, the number of serious accidents dropped by 80%; the number of deaths from coal mine accidents dropped by 72%; the death rate from coal production dropped by 1 million tons. 80%, which is 1/4 of the national average, dropped further to 0.088 in the first half of this year.

The number of deaths due to various types of safety accidents in the province was reduced by 1,018 in 2009 compared to 2008. In 2010, it was 505 fewer than in 2009.

At this stage, the "integration of the second step" after the completion of the main body of integrated coal mines to resume production, transformation and construction, mine closure has achieved significant results. From the end of January last year to the end of March this year, our province, on the basis of conscientiously grasping the safety of mines, completed the reorganization and integration of 537 preliminary approvals for mine design, approved 404 start-up reports, and approved 11 mines for joint trial operation. The completion and acceptance of 44 mines were completed and the production capacity was 46.9 million tons per year. In the first half of the year, 222 construction projects were approved to be started. The province has approved 546 construction projects, including 514 mines. At present, the province's coal mines have been reorganized to implement the closure of 1466 mines, the province has basically completed the task of shutting down and obsolete small coal mines, eliminating backward production capacity of 250 million tons. In the 30 transitional production mines, measures of “only mining and not digging” were adopted to strengthen safety supervision, and it was required to complete the transition period and implement closure before September 1.

Since July 6, the provincial inspection and acceptance teams that have been dispatched to various cities are strictly inspecting and accepting coal mines' mergers and reorganizations in accordance with relevant requirements and standards.
